GENERAL DESCRIPTION

This position works under the supervision of the Director of Information Technology or designated supervisor.  The System Administrator’s primary function is to develop and maintain the City of Abilene’s data and voice network to include operation and maintenance of hardware, software, telecom, and computing infrastructure. The primary focus of this position is to perform various technical computer maintenance tasks relating to the configuration, installation, troubleshooting, repair, and general maintenance of City computer systems, peripheral devices, and associated networks. 

SUPERVISION EXERCISED

This position may perform supervision over lower level staff.

IMPORTANT AND ESSENTIAL DUTIES

Function as the primary liaison and local support contact for the enterprise applications.

Maintain and manage server hardware and software.  Perform onsite troubleshooting and repair of deployed end-user systems.

Install and configure network electronics.

Maintain mobile device management systems and configuration.

Review, monitor, and maintain information security and software management.

Perform project management functions to include managing the installation of new systems and other special projects.  Coordinate minor system vendor software management.

Facilitate the training of lower level IT technicians.

Ensure that all work complies with City policies and procedures.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

In-depth knowledge of and the ability to install, configure, and troubleshoot Windows-based computer systems on a complex data network.

Advanced principles and practices of Information Technology and project management, industry standards, and advanced technical concepts.

Server hardware and software, including various server operating systems and server applications; methodologies for specification, installation, configuration, analysis, maintenance, troubleshooting, repair, and documentation of server systems.

Principles and operating procedures for directories, policies, permissions and user account administration.

Database structures, maintenance, back-up, repair, modification, and disaster recovery.

Intermediate to advanced networking concepts and configurations.

Various Microsoft Windows operating systems and Office suites.

Excellent communication skills and an exceptional command of the English language including spelling, grammar, and punctuation.

Skill to:          

Operate a variety of highly technical and complex server and computer equipment; apply modern principles and practices of information technologies; troubleshoot and repair hardware and software problems; read, interpret, and apply complex technical publications, manuals, and other documents.

Use Internet search engines to locate possible solutions to various technical problems.

Install various types of computer software applications and hardware drivers; design and implement new network segments using appropriate technologies.

Analyze the needs of the organization and make recommendations; write end-user documentation.

Ability to:

Learn new, complex server applications and develop a high level of operational proficiency; read and understand equipment instructions.

Tactfully address difficult situations and work under occasional high-stress conditions; coordinate and interact with system end-users to resolve system malfunctions and usage difficulties; use administrative tools to control user access and maintain other system functions.

Communicate clearly and concisely, technical information to non-technical staff, both orally and in writing; prepare clear, detailed instructions.

Comprehend City and governmental policies and procedures; organize work and manage time effectively.

Establish and maintain cooperative working relationships with those contacted in the course of work, both internally and externally.

EXPERIENCE AND TRAINING GUIDELINES

Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying.  Knowledge, skills, and abilities may be obtained through:

System Administrator I

Experience:        

Three (3) years of experience working with Windows-based computers/servers and server software applications in a centrally managed network environment is required.   

Education/Training:

An Associate’s degree in a computer-related field and/or Enterprise System support training is required.

Entry Level certifications such as A+, Network+, or MTA or equivalent knowledge and experience are preferred.

License or Certificate: 

A valid Texas Driver’s license; the ability to obtain one within ninety (90) days of employment, or a military waiver is required. 

System Administrator II

Experience:         

Five (5) years of experience working with Windows-based computers/servers and server software applications in a centrally managed network environment or at least three (3) years as a System Administrator I at the City of Abilene is required.

Education/Training:

An Associate’s degree in Information Technology, Computer Science or a related field and/or Enterprise System training is required.

Associate Level certifications such as CCNA, MCSA, or VMWare or equivalent knowledge and experience is required.

License or Certificate:

A valid Texas Driver’s license, the ability to obtain one within ninety (90) days of employment, or a military waiver is required. 

System Administrator III

Experience:

Seven (7) years of experience working with Windows-based computers/servers and server software applications in a centrally managed network environment or at least two (2) years as a System Administrator II with the City of Abilene is required. 

Education/Training:

A Bachelor’s degree in Information Technology, Computer Science or a related field and/or Enterprise System training is desired.

Engineer Level certifications such as MSCE, VMware or CCNP or equivalent knowledge and experience required.

 License or Certificate:

A valid Texas Driver’s license; the ability to obtain one within ninety (90) days of employment, or a military waiver is required.

SPECIAL REQUIREMENTS

Essential duties require the following physical skills and work environment:

The position requires extended periods of time sitting and working at a computer, which can cause eye strain and repetitive stress.

With or without accommodation, ability to lift and transport up to 35 pounds.

Exposure to electrical hazards.

Ability to travel to different work locations.
