The Salvation Army, an internationally recognized non-profit, faith based organization, has a job opening for a Human Resources Supervisor II at North Texas Area Command, located in Dallas, TX. 

Job Summary:


Plans, directs, and supervises the work assigned of assigned staff. Administers the day-to-day, routine functions of the Human Resources division for the North Texas Area Command; oversees the recruiting, interviewing and screening of applicants for paid positions; coordinates and implements the processing and maintaining of personnel records reviews and audits paperwork, ensures compliance with personnel rules and regulations and maintains the confidential nature of the position; coordinates, implements, and monitors grievance procedures between employees and respective administrative staff.

Supervisory Responsibilities (25%)


Supervises and participates in the work of two (2) Area Human Resources Administrators providing HR support throughout the North Texas Area Command; selects, trains, manages performance and time and attendance of staff; conducts performance evaluations and provides hiring/firing recommendations; trains and develops Area Human Resources Administrators in human resources processes and functions.


Monitors the budget for positions and monitors salaries in accordance with Labor Distribution.


Attends and participates in staff meetings; reports information and discusses operational problems/solutions; maintains awareness of program goals and objectives as well as changes in policy; communicates pertinent information to assigned staff to ensure compliance with the same


Supervises and trains the North Texas Area Command Christmas HR Clerk on seasonal Christmas human resources processes and functions.


Employee Relations & Guidance Responsibilities (30%)


Assists the Area Human Resources Administrators on proper human resource practices including but not limited to policies and procedures, employee files and record maintenance, and employment law and best practices; relays such using the diplomacy and tact appropriate for the individual contact.


In conjunction with North Texas Area Command HR Manager III, conducts varying degrees of investigations through constant coordination with Area Human Resources Administrators, Corp Officers, and staff, interviewing applicable contacts, and developing and creating written briefings on the outcome of such investigations.


Coordinates all separation paperwork to HRM for review prior to submission to DHQ HR department;


Counsels Area Human Resources Administrators regarding Corps employee verbal and/or written


disciplinary actions up to and including termination as needed.


Responds to and processes employment verifications from and state and federal government agencies; responds to employer requests for employment verifications.


HR Paperwork Completion, Audit, and Review Responsibilities (20%)


Processes employment paperwork for new hires, conversions, transfers and separations North Texas Area Command; ensures paperwork is properly completed and presented to DHQ HR in a timely manner to ensure the timely and accurate processing of all employment paperwork to DFB and all the steps that entails; forwards all separation paperwork to HRM for review prior to submission to DHQ HR department.


Ensures new employee personnel files for North Texas Area Command are prepared in accordance with policies and procedures; archives all terminated employee files and maintains filing system.


Coordinates new hire and orientation process for North Texas Area Command; informs staff of new employee or promotion; prepares new hire activities and coordinates with department heads to ensure 90-day employee evaluations are completed and mandatory new employee orientation and training is completed.


Reviews and assists in maintaining attendance records for employees; ensures that all employees comply with established policies regarding the same; administers and tracks leave time that falls under the Family and Medical Leave Act and/or the Extended Leave of Absence policy when required.


Communicates annual benefits for North Texas Area Command to ensure employees are aware of their benefits; assists with the completion and verifies accuracy of benefits paperwork prior to distribution to DHQ.


Maintains the confidentiality of all human resource records, and the confidentiality of human resources-related correspondence, conversations, or issues residing in the North Texas Area Command; ensures all departmental files are maintained in secure and organized manner.


Monitors Christmas seasonal paperwork received from Area Human Resources Administrators and Christmas HR Clerk for accuracy and processes minutes for DHQ approval.


Training Responsibilities (10%)


Trains and instructs Area Human Resources Administrators in the proper methods and procedures in personnel matters; monitors work in progress and upon completion to ensure accuracy, completeness, and compliance with established policies and procedures.


Trains and instructs North Texas Area Command department heads in proper methods and procedures in compliance with established TSA policies and procedures.


Recruitment Responsibilities (10%)


Writes and posts job openings; prepares job ads and job templates; attends job fair for the recruitment of North Texas Area Command employees; receives and reviews applications and resumes; prescreens and interviews applicants for prospective employment; assists North Texas Area Command department heads with schedules and conducts phone interviews, and works with staff to coordinate in person interviews.


Writes and/or revises job descriptions as needed; submits all job descriptions to North Texas Area Command HRM in a timely manner for review and approval.


Provides oversight of recruitment and processes provided by Area Human Resources Administrators.


Liaison Responsibilities (5%)


Serves as a liaison for other departments, Chesterfield insurance, and/or other divisions seeking


information or services from the commanding officer; responds to questions, related to personnel or insurance researches and provides specific and general answers.


Answers telephone in a courteous and tactful manner; greets and assist employees and people from outside The Salvation Army; provides accurate and complete information regarding the office operations and/or services; attempts to resolve complaints in a calm, courteous, and tactful manner.


Other Responsibilities:


Attends professional meetings, seminars and conferences to maintain awareness of modern advancements in the area of human resources, compensation, and benefits.


Informs North Texas Area Command department heads and staff of new or changing policies, special events, special instructions or general information.


Performs other duties as assigned.

Knowledge, Skills and Abilities:


Knowledge of the general principles and practices of human resource management, current employment law, and compensation administration.


Knowledge of and ability to interpret local, state, and federal laws, rules and regulations governing employment practices.


Ability to learn and use Microsoft Access, Excel, Word and related computer software both effectively and efficiently.


Ability to prepare and maintain personnel records in an accurate, complete and timely manner.


Ability to maintain the confidentiality of personnel information.


Ability to interpret, explain and enforce established personnel policies and procedures.


Ability to facilitate and resolve employee complaints and grievances in a calm and tactful manner after appropriate consultation with direct supervisor.


Ability to plan and coordinate personnel programs, meetings, and special events.


Ability to advise employees and officers, at all levels, after appropriate consultation with direct supervisor, to resolve personnel problems and to protect the interest of The Salvation Army.


Ability to present a positive and professional image of The Salvation Army.


Ability to build and maintain effective and professional working relationships with employees, officers and professionals in the community.


MINIMUM QUALIFICATIONS REQUIRED:


Education and Experience:


Bachelor's degree from an accredited college or university in Human Resource Management, Business Administration or a closely related field is required; a Professional in Human Resources (PHR) certification is desired, but not required.

five (5) years of relevant work experience in the field of human resources


or


any equivalent combination of training and experience which provides the required knowledge, skills and abilities.


Certifications:


Valid State Drivers License


Physical Requirements:


Ability to meet attendance requirements.

Ability to work under the pressure of deadlines and time constraints.


Ability to perform mathematical calculations.


Ability to operate various general office equipment including a telephone, personal computer and related office equipment.


Ability to conduct all duties in accordance with the ministry of the organization and its Christian principles; conducts all communications and job duties with the highest level of professionalism.


Ability to travel when needed to accomplish assigned job duties.


Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking.


Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.).


Working Conditions:


Work is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.
