Job Summary

Works with Program Director to plan, develop, promote, coordinate, implement, and evaluate a comprehensive biblically-based and Christ-centered rehabilitation program; supervises and trains intake staff; assigns caseloads to subordinate employees; manages and monitors assigned caseload of program participants in a rehabilitation program; develops program plan/goals and evaluates program participant’s progress by conducting routine meetings with participant and/or staff; serves as advocate for program participants in order to acquire services that will enable them to functionally cope with their environment.

Planning and Development

Assists Program Director in developing and directing biblically-based and Christ-centered regeneration and rehabilitation programs; assists in developing, organizing, and teaching Christian bible study classes, Celebrate Recovery classes, and Narcotics Anonymous and Alcoholics Anonymous Groups.

Assists in developing program plan/goals and evaluates program participant’s progress by conducting routine meetings with participant and/or staff;

Assists in developing and designing relevant program questionnaires to receive feedback from beneficiaries to enable constant evaluation of teaching and materials.

Assists in planning, coordinating, and facilitating groups, such as anger management groups, focus groups, life skills groups, relapse prevention groups, and crisis intervention counseling sessions.

Plans group activities and provides group participants with information offered by other community services; provides individual crisis counseling as needed; publicizes availability of group sessions; and performs community education speeches.

Works with Program Director to plan, coordinate, and prepare weekly staff meetings for Resident reviews.

Assists in planning, coordinating, and preparing quarterly support class (Al-Anon) for family members of beneficiaries.

Participates in planning, coordinating, and teaching targeted materials to address family of origin issues, father, mother, and relationship dysfunction.

Works with Program Director to plan, coordinate, and/or facilitates life management classes to assist clients in obtaining skills that will enable them to functionally cope with their environment; obtains speakers and workshop presenters, as needed.

Plans, coordinates, and establishes a transitional phase for the men in the program that includes budgeting, planning, and employment searching assistance. Plans and coordinates the discharge of clients exiting the program and establishes guidelines for follow-up.

Assists in planning, organizing, and coordinating alumni program for graduates.

Benchmarks, evaluates, and measures targeted graduation results for the recovery program.

Assist in training for intake staff.

Assists in assigning and monitoring caseloads assigned to subordinate employees.

Trains facilitators among beneficiaries to lead discussion in classroom settings.

Directs and teaches counseling support staff to identify and discover multiple, and possibly unreported, addictions and other issues in order to provide a complete and comprehensive recovery plan.

Trains team members in the use of the Efforts To Outcome (ETO) software system.

Works with the Program Director in supervising, planning, scheduling, coordinating, assigning, instructing, monitoring, evaluating, and provides hiring/firing recommendations of subordinate employees; and maintains compliance with department policies and procedures.

Program Administration:

Assists in the Program Director in overseeing and promoting an environment that facilitates innovation, creative solutions, and empowerment.

Promotes teamwork and positive communication; serves as a mentor and positive role model and demonstrates high levels of leadership skills.

Serves as counselor and lead instructor in the presentation of applicable program materials in the classroom and counseling office.

Develops and maintains an organized filing system for counselor notes.

Assists the Program Director in overseeing, monitoring, and evaluating all program activities to comply with state and federal regulations and maintains compliance with established Salvation Army policies and procedures.

Maintains current knowledge of counseling alcohol and drug rehabilitation techniques through periodicals, classes, and other forms of continuing education.

Learns and maintains knowledge of The Salvation Army ARC Reference Guide for Medications and Mental Health Conditions and stays abreast of current drugs of abuse and their symptoms.

Assists in overseeing, monitoring, and maintaining the confidentiality of program participant records and confidentiality of participants presence in the program.

Client and Community Services Responsibilities:

Works with Program Director to fill all beds with program participants and maintains an effective waiting list when no vacancies are available.

Serves as advocate for program participants in order to acquire services that will enable them to functionally cope with their environment.

Maintains a positive working relationship with city, county, and state agencies to maintain consistent client referrals.

Makes client referrals and maintains awareness of client’s progress.

Attends, visits, prepares, and presents presentations at various community activities or other agencies to educate them about The Salvation Army’s program.

Knowledge, Skills and Abilities

Knowledge, skills, and abilities to successfully utilize a variety of counseling techniques. Knowledge, skills, and abilities to successfully interact and communicate with a variety of personalities. Knowledge of the various drugs on the market that may be consumed by the residents; being aware and knowledgeable of the various names that the drugs are referred to; skills and abilities to recognize the effects that these drugs have on individuals that consume them. Knowledgeable of drug testing procedures including confidentiality, chain of custody, and maintains a hygienic workplace. Knowledge, skills, and abilities to successfully interact with men in the program. Knowledge, skills, and abilities in utilizing a variety of computer programs and data entry. Knowledge, skills, and abilities to successfully multi-task, handling a variety of activities occurring at the same time. Knowledge of urinalysis products, tests, and applications. Knowledge of Breathalyzer machines and their applications. Ability to prepare and maintain client records in an accurate, complete, and timely manner. Ability to enforce policies and procedures in a tactful and courteous manner.

Education and Experience

Bachelor’s degree from an accredited college or university and four to five years of experience working in the counseling field, or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

Licenses and Certifications

Certified Addiction Counselor (Certificate), preferred but not required.

Physical Requirements and Working Conditions

Ability to use sound judgment and discretion in a variety of client related issues. Ability to meet attendance requirements. Ability to read, write, and communicate the English language. Ability to perform mathematical calculations. Ability to keypunch information into a computer and operate other general office equipment including but not limited to telephone, facsimile, adding machine, typewriter and other equipment. Ability to sort and file documents alphabetically and numerically.

Duties are usually performed seated.Sitting may be relieved by brief or occasional periods of standing or walking. Limited physical effort required associated with sitting, walking, standing, lifting, bending, reaching, twisting, pushing, pulling, typing, and carrying light objects (less than 25 lbs.) 5-15% of work time.

Work is performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like.
