JOB SUMMARY

The Site/Civil Engineer is responsible for overseeing design, construction, and management of land development and capital improvement projects as well as performs technical reviews for public and private sector land development projects. 

 

ESSENTIAL JOB FUNCTIONS:      

Development Review Team (DRT) focus 

  • Ensures DRT technical review process remains efficient, conducting technical stormwater hydraulic and hydrology reviews to ensure compliance with local, state and federal Land Development, Zoning and Stormwater Regulations. 
  • Supervises the Development Services Coordinator for DRT and functions as the coordinator as needed.
  • Facilitate and advance implementation of environmental best practices as well as low impact development practices during project and development reviews
  • Lead a team with various technical disciplines and collaborate with others to achieve compliance with development and regulatory standards and raise the standards for site and project design.
  • Work as a team member by conducting stormwater and site plan reviews. 
  • Provide meaningful commentary that leads the applicant to a solution.  
  • Conduct periodic audits on the program by solicitating outside feedback. 
  • Monitor and track new development and permitting duration to evaluate the program performance. 

Common

 

  • Able to conduct independent review of land development plans, stormwater drainage reports, administer the application of stormwater regulations, and the enforcement of land development standards.
  • Analyzing and assessing stormwater calculations, requiring an understanding in modeling hydraulic and hydrology computer programs.
  • Able to assist, when needed, with field review of projects to ensure compliance to approved plans.
  • Attends town, staff and community meetings.
  • Coordinates public information meetings for Town projects.
  • Responds to citizen and engineer inquiries and coordinates among various departmental works to resolve issues.
  • Consults with and coordinates with other departments and local, state and federal agencies particularly on stormwater and drainage projects.
  • Performs periodic oversight of contractors.
  • Coordinates project information with other Town departments.
  • Responds to citizen inquiries concerning projects.
  • Able to performs construction, stormwater, geotechnical, and underground utility engineering tasks
  • Performs field reviews on selected projects to ensure compliance with approved plans, codes, ordinances and specifications.
  • Performs other related assigned duties. 

Capital Improvement Program (CIP) focus

 

  • Oversees planning, design engineering, bidding and construction management of stormwater Capital Improvement Program projects.
  • Manages and directs consultants to ensure contractual obligations are met and that project efforts are an efficient and effective use of public funds.
  • Prepares proposal documents for engineering contractual services.
  • Coordinates stormwater projects and other projects with federal, state, regional and county agencies.
  • Prepares studies, develops cost estimates and research assigned projects.
  • Coordinates Town projects with private, state and county projects.
  • Supervises the Stormwater Investigation Team inspectors

INCENTIVE PAY:
  • Upon attainment of the PE license, employee will receive an additional $4,000.
  • Individuals who already have a PE will receive this additional compensation as part of their starting salary.

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Bachelor’s degree in Civil or Environmental Engineering with four (4) to six (6) years of engineering design experience;
  • Or equivalent combination of education and experience;
  • Engineer in Training (EIT) Certificate required, with attainment of a South Carolina Professional Engineering (PE) License within two (2) years of hiring.
*Starting salary is commensurate with experience, education, and certifications.
